The Senior Community Service Employment Program (SCSEP) offers temporary, part-time job training with government and nonprofit agencies. The program places participants in part-time training roles at nonprofit organizations and public agencies to alleviate unemployment. These positions help older adults build job skills, gain confidence, and earn a minimum wage income.

  • Age: Must be 55 years or older.​
  • Employment Status: Must be unemployed.​
  • Residency: Must reside in San Bernardino County.​
  • Legal Status: Must be legally authorized to work in the U.S and complete an I-9 Form.​
  • Income Eligibility: Family income cannot exceed 125% of the federal poverty guidelines.​
  • Documentation: Must provide supporting documents for enrollment.​

Enrollment priority is given to individuals who are/have:

  • Veterans and qualified spouses
  • Over age 65
  • Disabled
  • Limited English proficiency or low literacy skills
  • Residing in a rural area
  • Homeless or at risk of homelessness
  • Low employment prospects
  • Failed to find employment after using services through the American Job Center system
  • Formerly incarcerated

Important Program Information​

  • SCSEP is not a long-term program. The primary goal is for participants to receive training and find sustainable, unsubsidized employment. Employment is not guaranteed. ​
  • SCSEP is not designed to provide ongoing income support or to supplement other income sources. It is not long-term income replacement or a long term “job.” It is a short-term training program designed to alleviate unemployment. ​
  • You are required to disclose all income at the time of enrollment. Providing false or incomplete information will result in disqualification from the program.

Program Expectations and Requirements​

  • Individuals Employment Plan (IEP): If enrolled, participants must comply with the requirements outlined in your IEP.​
  • Assignment Hours: Participants are expected to work up to 20 hours per week at a host agency.​
  • Enrollment: Completing an application does not guarantee enrollment. Enrollment begins once participant starts the assignment at the host agency.​
  • Wages: Participants will be paid at the higher of the Federal or State minimum wage for hours worked in their assignment.
  • Work Location: Assignments cannot be completed from home or someone else’s home, though participants may seek employment opportunities that allow for remote work.​
  • State Workforce Registration: If participant is not already registered with the State Workforce, they must do so within two weeks of enrollment and provide proof of registration to the DAAS – PG, SCSEP administrative office. ​
  • Professional Conduct: While enrolled, you are expected to conduct yourself in a respectful, professional manner at all times. ​

Host Agency Roles/Responsibilities​

As a host agency, you will ​

  • Provide a structured work environment​
  • Supervise and guide participants through the pre-approved skill development process ​
  • Support participants’ personal growth​
  • Encourage job searches and share job leads​
  • Evaluate progress regularly​
  • Update tasks and provide new assignments as the participant develops ​
  • Verify participant time worked and sign timesheet​

Types of Organizations who have hosted DAAS-PG SCSEP Participants:​

  • County departments​
  • Non-profit 501c3​
  • Community-based organizations

The Senior Community Service Employment Program (SCSEP) is funded by the U.S. Department of Labor and California Department of Aging. The program is administered locally by the San Bernardino County Department of Aging and Adult Services – Public Guardian and plays an important role in helping older adults stay financially secure.
