The Senior Affairs Commission (SAC) is required by federal law to be a part of the Area Agency on Aging (AAA).  The Department of Aging and Adult Services – Public Guardian (DAAS-PG) is the AAA for San Bernardino County, and it works with the SAC to plan and provide services to older adults. The SAC is established and governed by the following legal authority:

The Commission consists of 21 members including San Bernardino County Board of Supervisor (BOS) appointed members, as well as Regional Council on Aging Representative Members, Professional Members and Members at Large.​

Board of Supervisors Supervisory District Appointed Members (10 members)

  • Two members appointed by each District Supervisor.​
  • Term: same as appointing Supervisor. Initial terms are staggered for two to four years.​

Board of Supervisors Chairman Appointed Members-at-Large (2 members)

  • Two additional Members-at-Large appointed by the BOS Chairman​
  • Term: same as the appointing Chairman. Initial terms are staggered for two to four years.​

Board of Supervisors Chairman Appointed Professional Members (2 members)

  • Two Professional Members appointed by the BOS Chairman at the recommendation of the Department of Aging and Adult Services – Public Guardian (DAAS-PG) Director​
  • Term: four (4) years​

Representative Members / Regional Councils on Aging (RCA) Chairpersons, or Designees (7 members)

  • Term: each RCA operates per their authority/bylaws. Term limits are set by each RCA independently from the Senior Affairs Commission or the Department of Aging and Adult Services – Public Guardian. The chairpersons of the Regional Councils on Aging may designate a member to serve on the Commission.

Advisory Role

  • Serve as an adviser to the Area Agency on Aging (AAA).
  • Be actively involved in the development, implementation, and monitoring of the Area Plan.

Advocacy and Policy Engagement

  • Act as an independent advocate for older adults:
    • Take positions on federal, state, and local policies, programs, procedures, and legislation affecting older persons.

Note: Commission members may not represent or speak on behalf of the Board of Supervisors or promote positions contrary to Board policy (per County Code Section 12.3306).

  • Actively seek input from:
    • Community councils on aging
    • Senior advocacy organizations
    • Local aging commissions
    • Elected officials
    • The general public
  • Make formal presentations on issues of concern to older adults.

Public Awareness and Communication

  • Inform local senior advocates and organizations about pending legislation at the local, state, and federal levels.
  • Disseminate information of interest and concern to older adults.

Public Meetings and Reporting

  • Hold public meetings on the Area Plan, with public notices issued at least 30 days in advance (include date, time, and location).
  • Contribute to the preparation of an annual report:
    • Include recommendations to improve the quality of life for older persons.
    • Summarize commission activities from the past year.

Appointees must:

  • Reside in San Bernardino County
  • Successfully pass a background check
  • Complete a two-hour online Public Service Ethics Education course

Members of the Commission are expected to:

  • Be present at General Session meetings on the third Wednesday of every month. Meetings are approximately two hours in length. ​
  • Review documents before each meeting.

In addition, members are encouraged to serve on at least one Standing Committee. Each Standing Committee meets one day monthly for up to one hour per meeting.

Commissioners serve without compensation; however:

  • Commissioners may be reimbursed for mileage to scheduled monthly meetings, following County travel rules. 
  • Other fees and expenses may be approved by the Board of Supervisors (Board), the Budget Committee, and the Director of DAAS-PG.
    • All requests for fees and expenses for Board consideration are subject to Board Agenda Item submission protocols and timelines.
